Karlene Sidelined?

Leading up to the March 20th elections, one can ask the question, has the Rann government sidelined Water Security Minister, Karlene Maywald?

Is Jay Weatherill in so much trouble in his seat that he is now spokesman on water as well as the environment?
Karlene of course was co-opted as a National Party member, into the Labor ministry, so that Rann could form government.
Just what is going on now, when ABC radio's Matt and Dave got Jay Weatherill instead of Karlene for an interview on the new flows into the Murray?
