A controversial land swap at Woodville has been approved for a second time by the South Australian Government.
Charles Sturt Council wants to put housing on Saint Clair Reserve and move the park to nearby industrial land.
SA Local Government Relations Minister Gail Gago had approved the land swap but delegated the matter to Health Minister John Hill to deal with after court action by residents.
Mr Hill says he has gone over the application and believes the land swap will benefit the community.
"I gave consideration to the merits of the matter based on the submissions that had been made and based on what the legislation said a minister ought to do and based on that I formed the view, after careful consideration, that on balance the benefits outweigh the negatives," he said.
The minister spent just over a week on the Government's second review and an opponent of the swap, Kirsten Alexander, says he has not listened to concerns from local residents.
"Minister Hill is saying that he has considered the merits of the proposal within that time and hasn't even spoken to the residents about it, has not returned our requests for a meeting with him to discuss our concerns over the proposal," she said.
Opponents say the planned land swap will be an issue at state election time.
