Thinkers In Residence

Can anyone explain to me the role of the SA government's "Thinker in Residence" program?
I for one, have no idea how much the Thinkers are paid and what happens to their thoughts.
What is the value of this probably quite expensive program to taxpayers?
Surely in South Australia, there are enough "resident thinkers" who offer their thoughts totally free of charge to the government, ..... if only the government would listen!
